JOB TITLE: Senior Finance Officer
DEPARTMENT: Finance and Administration
REPORT TO: Executive Director/Finance Manager
JOB LOCATION: Bo City Southern Sierra Leone
JOB SUMMARY
The Senior Finance Officer ensures sound financial management of the organization’s funds including donor funds/grants
He/she will be responsible for accurate financial recording, timely donor reporting, compliance with the donor requirement, national regulations and supporting the project staff with budgets and budgeting process.
JOB DESCRIPTION/KEY RESPOSIBIITIES
- Funds/Grants and Donor Financial Management
- Maintain separate accounting records for each donor fund/grant as per donor requirements
- Prepare periodic budget versus actual reports for project staff/management
- Drat donor financial report and where needed, liquidation requests, ensuring complete compliance with donor requirements and allowable and reasonable costs.
- Support the audit of donor funds and provide timely response to donor queries on financial reports
- Accounting and Controls
- Maintain books in accounting software (eg) QuickBooks, SAGE, Sun System, etc.)
- Process payments to vendors/suppliers, staff, beneficiaries and ensure proper supporting documentations
- Perform monthly bank reconciliations, cash counts (petty cash) and advance liquidation/settlement.
- Maintain fixed asset register and ensure that donor assets are tagged/coded as per donor policy
- Budgeting, Planning and Management
- Assist the Executive Director in developing project budget at the proposal stage
- Monitor project expenditure as against the budget and flag potential risk of over/under spending.
- Prepare cash flow projections and requests for funds in time
- Manage petty cash and ensure that cash is safe and reconciled regularly
- Compliance and Risk Management
- Ensure compliance with Sierra Leone tax laws, NASSIT, PAYE and donor regulations
- Enforce internal control policies to prevent fraud, and misuse or waste of funds
- Support internal/external audits and ensure that audit recommendations are implemented in time
- Capacity Building and Reporting
- Train project staff in financial management procedures, budgeting and documentation
- Provide monthly financial reports to management for decision making
- Supervise finance officers/assistants and review their works
QUAIFICATIONS AND EXPERIENCE
EDUCATION:
Bachelor’s degree in accounting and finance or part qualified. A master’s degree in related field preferred
EXPERIENCE:
3–5 years NGO finance experience with a minimum of 2 years handling donor grant/funds. Experience EU, BMZ, UN is a strong advantage
SKILLS:
Computer literate with Advanced Excel, strong knowledge in accounting software and good understanding of Sierra Leon tax laws
